ACA INTRODUCES EMR FRAMEWORK FOR MOBILE PHONES

The Australian Communications Authority (ACA) has mandated a new regulatory framework which sets limits for Electromagnetic Radiation (EMR) from mobile phones and mobile phone base stations. The limits set by AS/NZS2772-1 (Int) 1998 have been mandated in order to protect the general public from over exposure to RF fields.

The standard applies to cellular mobile phones, handsets and base stations that operate in the frequency bands 825 – 845 MHz and 890 – 915 MHz. It also applies to cordless phones and handsets that operate over the bands 857 – 865 MHz and 1880 – 1900 MHz. The bands include AMPS, GSM, CDMA, DECT, CT2/CT3 and PHS systems.

Compliance procedures and labeling have been harmonised with other ACA compliance requirements. All devices offered for sale for the first time after 31st January 1999 must comply and be labeled with the A-Tick to indicate compliance. All devices already on the market must comply by 1st January 2000.

To comply with the EMR Framework you must:

  1. Establish compliance with the limits set by AS/NZS2772-1 (Int) 1998.
  2. Establish a compliance folder which must include specified documentation including:
    • a signed DoC
    • technical description including circuit diagrams
    • relevant test reports
  3. Label the device with the A-Tick and the supplier code or other information that may be used by the ACA auditor to trace the supplier. e.g.. registered supplier code, ACN number, trademark, name and address.

EMC Technologies’ Melbourne and Sydney laboratories are NATA accredited for testing to AS/NZS2772-1 (including SAR compliance as of October 1999). They can provide an assessment of all devices under the scope of the EMR Framework under the scope of the EMR Framework and issue a NATA endorsed report, and issue a NATA report indicating compliance with the limits.
