Safety / Low Voltage Directive
Becomes Mandatory

Background


The revised Low voltage Directive (73/23/EEC plus parts of 93/68/EEC) became mandatory on 1st January 1997. As of that date, all electrical and electronics products entering the European Community (EC) countries must comply with the electrical and safety requirements of the revised Low Voltage Directive (LVD).

Most products must now meet both LVD and EMC Directives and be CE marked to indicate compliance with all applicable directives.

LVD Scope

The LVD defines product safety conformance for most electrical equipment that uses a source of power between 50V AC and 1000V AC or between 75V DC and 1500V DC. It does not apply to medical equipment, plugs and sockets for domestic use, toys, or radio communication devices, all of which are covered by other directives.

Steps to Compliance with the LVD.

  1. Compliance to safety Requirements - Electrical equipment must be constructed to meet the safety provisions of the appropriate harmonised safety standards.

  2. Technical Documentation - It is the manufacturer’s responsibility to compile the relevant documentation, even if the manufacturer is not in the EC. This documentation must be kept within the EC for inspection purpose for a period of not less than 10 years after sale of the product. The technical documentation provides the enforcement authorities with the means of assessing the conformity of the electrical equipment to the requirements of the Directive.

  3. The content of Technical Documentation - The main points of the LVD are summarised below and intended for guidance only. Reference should be made to the regulations, themselves and to the LVD for full details of the legal requirements.

    • Description of the electrical equipment

    • Conceptual design, manufacturing drawings and schematics of components, assemblies, circuits etc.

    • Descriptions and explanations of the drawings and schematics

    • A list of standards applied in full or in part

    • Results of design calculations, examinations carried out, etc.
    • All relevant test reports
    • A copy of the Declaration of Conformity (Manufacturer and / or Authorised representative.


  4. Manufacture’s Declaration of Conformity (DoC) - The declaration is an important document which must be signed by the manufacturer and / or the authorised representative in the EC. The contents must include manufacturer’s information, description of product, reference to harmonised standards etc.

  5. Affixing the CE Marking - CE Marking is a visible declaration by the manufacturer or his authorised representative in the EC that the electrical equipment complies with all the provisions of all the applicable regulations. CE Marking should be affixed to the electrical equipment, or to the packaging, the instruction sheet, or the guarantee certificate. The mark must be easily identified and in an indelible form.
